What constitutes a definition of fascism and fascist governments is a highly disputed subject that has proved complicated and contentious. It smells like

• Fascism is mainly about subordination of the Individual to the Group/State
  • Though both ideologies denied the significance of the individual, Italian fascism saw the individual as subservient to the state, whereas Nazism saw the individual, as well as the state, as ultimately subservient to the race. (But since the Power is with the State, the State still seems like the primary Actor to me.)
• a Planned Economy is seen as preferable to a Market Economy, so that economic decisions can be made to optimize benefit to the State.
• but because this always leads to failures, state-run economic groups are eventually spun out (Privatized) to NGO Monopoly groups: BigCo.
• as long as the BigCo seems to "deliver", the Core Group can negotiate situations that benefit themselves (Corruption). This can be at the cost to the State, and at the cost to individuals, using the power of the State.
