when government goes beyond Welfare State into Micro-Management of your life (taking on Risk Management for you: requiring Motor Cycle helmets, boring Play Ground-s and Chemistry Set-s, etc.)
Some would say it's an inevitable Side Effect of the Welfare State, as the State wants to reduce its risk - if you're not going to have Health Insurance, then we're going to try and run your life to reduce the risk of extra liability...
