using (your) tax dollars to either reduce the expenses of a company/industry

sometimes Industrial Policy is argued for helping build new industries (e.g. Japan's Fifth Generation Computing initiative, various biotech bonanzas, etc.). But often the results get torqued by the Game Playing necessary to compete for funding in a political process, esp during the phase where disappointment sets in at the lack of results, but politicians are too embarrassed to pull the plug.
