Effectuation vs Coherence

Is there a conflict/tension between Effectuation and Coherence?

In what context is each appropriate?

I sorta addressed this at Data-Informed Product Management, but it's a little too hand-wavy... or maybe mushing together too many different scenarios, and I need to build up bottom-up patterns (how meta/ironic).
